Speaking in Nyamira, Raila said talks between Jubilee and Cord aimed at resolving the impasse were ongoing and promised to give directions by 4pm on Friday.
Raila said if the talks fail, ODM has no option but to resort to demonstrations.
"We shall communicate to you if there is white smoke but if they don't agree, we shall resume with our demonstrations," added Raila.
The former PM said a parliament controlled by Jubilee cannot be trusted with IEBC issue.
"We must talk outside parliament then agree on a document to be tabled in the house.
"We don't fear the IEBC, all we want is a level playing ground. In the last election, the commission failed to account for two million voters who voted for the President but did not vote for other leaders including senators, MPs, governors and MCAs," noted Raila.
Raila dismissed president Uhuru's recent visit to Kisii and Nyamira saying the projects he launched do not have budgetary backing.
"That is propaganda to woo you to vote for him. Where were they for four years?" he asked.
Raila spoke at Nyamira town after holding a leaders meeting.
He was accompanied by Governor John Nyagarama, his deputy Amos Nyaribo.
MPs John Mbadi (Gwassi), Timothy Bosire (Kitutu Chache), Ishrad Sumra (Embakasi South), Silvance Osele (Kabondo Kasipul), James Gesami (West Mugirango), Charles Geni (North Mugirango), Rose Nyamunga (Kisumu County) and Alice Chae (Nyamira County) joined Raila for the tour.
Mbadi assured aspirants there will be a leveled playing ground during the ODM nominations.
"There will be a free and fair nominations in March next year," said Mbadi.
Earlier, there was tension at the venue of the rally after a contingent of APs blocked the entrance of Nyamira County Assembly using a truck.
But Gesami intervened on the row paving way for the meeting to be held at the assembly grounds and not Nyamaiya Stadium as earlier announced.
